ATA welcomes the opportunity to respond to the Victorian Competition and Efficiency Commission’s (VCEC) report Power from the People – Draft Report, Inquiry into Feed-in Tariffs & Barriers to Distributed Generation (‘the Draft Report’).
Firstly, ATA would like to congratulate VCEC on the thoroughness of the Draft Report in relation to the presentation of the complexity and diversity of issues and views surrounding feed-in tariffs for Victoria (FiTs).
ATA has two main concerns regarding the approach and recommendations presented in the Draft Report. These relate to:
- Assumptions about the ability for competition in the Victorian retail market to ensure the delivery of fair and reasonable feed-in tariff offers for distributed generation proponents; and
- The rationale for considering the recognition of the merit order effect through any future feed-in tariff.
