The 'hidden' price increase is in a hardly noticed 'extra'.
"However, he said some pensioners with low power use could also see a “modest increase” in power bills due to the introduction of a telephone-line-style network fee."
So they are going to increase the basic minimum charge so you pay, even if you use hardly any power, to ensure that even users who conserve pay more.
